Article 2, Section 2 of the Constitution states that the President βmay require the Opinion, in writing, of the principal Officer in each of the executive Departments, upon any Subject relating to the Duties of their respective Offices...β With this authority, President George Washington developed the cabinet system in 1789 when he asked the heads of the existing three executive departments and the Attorney General to meet with him on a regular basis. The purpose was to discuss important issues and to report on their departmentβs work. The first four Cabinet members were Secretary of State, Thomas Jefferson; Secretary of the Treasury, Alexander Hamilton; Secretary of War, Henry Knox; and Attorney General Edmund Randolph.
