In previous Planning and Zoning Commission meetings, Boonville City Planner Megan McGuire proposed changes to the city's zoning regulation definitions. The definitions are obtuse and antiquated, argues McGuire, and there is no clear definition of what a Bed and Breakfast is in the current regulations.
The commission's regulations originally received criticism when Eloyse's B&B and Restaurant on Third Street requested and was denied an application to rezone their property for commercial use to include the restaurant portion.
"This all kind of surfaced when we had the issue with Eloyse's Bed and Breakfast," Boonville city planner Megan McGuire told the commission in a December meeting. "When they came to us and said they wanted to put a 40-seat, full-service, community restaurant in their location on Third Street, they believed after consultation with their attorney that they had the right to do that based on our definition of lodging house."
Boonville currently does not have a lodging house or boarding house within the city limits, that all such structures are technically bed and breakfast locations.
A few terms, including "apartment hotel" will be deleted or altered, while other terms like "Bed and Breakfast Home" will be added, if this first draft is approved.
A follow-up from city council concerning the Kemper Village subdivision plat and the annexation of a Stewart Road property is also on the docket.
