Kemper Village Homes, a subsidized housing project that is to feature 40 locations, received approval tonight after Mayor Julie Thacher voted in favor of the plans, breaking a Boonville City Council deadlock. The decision came after more than an hour of public comment about the proposal in which speakers argued — sometimes heatedly — on both sides of the proposal.
"I vote yes," Thacher said after the council split on the issue.
Voting in favor of the project were First Ward Councilwoman Kathleen Conway, Second Ward Councilman Henry Hurt, Third Ward Councilman Chris Hombs and Third Ward Councilman Pete Soener.
Voting in opposition to the project were First Ward Councilman Glenwood Einspahr, Second Ward Councilman Jim Painter, Fourth Ward Councilman Morris Carter and Fourth Ward Councilman Mark Livingston.
The project and a preliminary site plan were approved as part of the decision.
