Boonville resident Rhonda Wesolak said Monday that she and other citizens in Cooper County are collecting signatures in an effort to get a referendum about Kemper Village Homes, a subsidized housing development, on the November ballot. Additionally, the group plans to send an opposition letter to the Missouri Housing Development Commission about the project.
But Kemper Village Homes, a 40 house neighborhood to be built on a former golf course, received City Council approval in July and it’s unclear whether either plan would have its intended effect.
Cooper County Clerk Darryl Kempf said one key to the ballot question is whether there are state or city laws governing the process.
City Administrator Irl Tessendorf said today that he is not aware of a city statute or ordinance permitting such a referendum process.
