The 18th Amendment, aka Prohibition, became effective January 17, 1920. On February 20, 1933, Congress passed the 21st Amendment which repealed Prohibition. The following month, the Cullen-Harrison Act of 1933 was introduced into the House of Representatives. This Act was designed to legalize 3.2% beer while the country was waiting on the ratification of Prohabilition's Repeal and the Act moved quickly through the House and Senate. President Franklin D. Roosevelt signed it into law on March 22.
